Fill out our preliminary Interest Form. Based on your responses, we’ll determine your eligibility on the spot

If you are eligible, you will be prompted to fill out a full application. After completing your application we will review it for completeness and accuracy.
Step 3
Completed applications that have been approved will be randomly selected to receive a voucher.
Step 4
If chosen for a voucher, select and purchase your e-bike from a participating e-bike retailer. Use your voucher code to receive a $1,000 discount at the time of purchase.

Depending on the e-bike that you want to purchase, this equates to a 60-80% discount off the purchase price.

These bicycle shops are official partners of Project MOVER, ensuring high-quality e-bikes and a seamless purchasing process. As Project MOVER grows across more Hudson Valley communities, we’ll add new participating retailers to give you even more options.

One voucher per household: Each household is eligible for a single voucher.
Age requirement: Voucher recipients must be at least 18 years old.
Personal use only: E-bikes purchased with vouchers are for personal use only and cannot be sold or gifted.
Survey participation: Recipients agree to complete 1 post survey to help us improve the program.
Battery safety compliance: Recipients must adhere to e-bike battery safety guidelines. Learn more about battery safety here.
Safe riding practices: All recipients must follow the rules of the road, practice safe riding, and prioritize wearing helmets.

Spring Bank offers financing options to help New Yorkers cover the remaining cost of their e-bike. Eligibility: Loans start at $500, so financing is available for e-bikes priced at $1,500 or more (voucher: $1,000 + loan: $500+).

Project MOVER is dedicated to expanding mobility options for the community and bringing e-bikes to Ossining. The program successfully launched in the Summer of 2024, and is now expanding to other nearby rivertowns in Westchester. The project contains the three programs listed below:

Rent an e-bike for a short point-to-point trip between stations strategically placed near places where people want to go. Click here to learn more.
Apply to receive a point-of-sale voucher or rebate to cover the majority of the upfront price of a personal e-bike purchase.
Like a library, learn about biking and check-out an e-bike to try for an extended period of time. (Coming Soon)
Residents of Ossining, Tarrytown, Sleepy Hollow, Croton-on-Hudson and Dobbs Ferry can apply to receive a voucher up to $1,000 off from the purchase of an e-bike at a participating local bike shop. If you’re approved, you’ll receive an email with a unique code that you can take to a participating bike shop to purchase an e-bike. The voucher gives you a point of sale discount off the price of the bike, making it more affordable. Every month we’ll be awarding a new round of vouchers through a random selection process.
E-bikes include all classes of bicycles that use electric motors to assist with propulsion. These electric motors make it easier to use bikes to travel longer distances, climb hills, carry bulky loads, and more. Although it depends on the make and model, e-bikes typically have a range between 30 and 40 miles and can be charged at home.
Vouchers can only be redeemed for e-bikes sold at participating local e-bike retailers. Each retailer carries different brands and styles of e-bikes, but they typically offer folding e-bikes, commuter e-bikes, cargo e-bikes through the program. Contact participating retailers to learn more about their selections.
Income-qualifying individuals can receive a $1000 voucher to offset the price of a bike. The price of participating e-bike retailers e-bikes typically range from $1,200-$3,000.
E-bike vouchers are available for people who live in a participating community, who have low income, and are over the age of 18.
A limited number of vouchers will be made available through this program’s pilot phase in Spring 2025. To receive a voucher, start your application by filling out this form (available in English and Spanish). Eligible applicants will then be asked to verify their income (available in English and Spanish). Qualified individuals will be selected at random while supplies last.
